Whenever I try to start up GTA IV, it gets stuck on the Rockstar Disclaimer screen where it says "Rockstar 2006-2009 etc" And doesn't progress on. Disable Full-Screen Optimization: Locate the game's desktop shortcut WatchDogs2.exe in desktop if not available create one. Right click on the executable and select Properties. Under the shortcut tab check the box that says "Target". Write this after text in Target tab –eac_launcher and click Apply. You need to go into your windows gta 4 folder and right click the file GtaIV. Click properties. click compatbility, then click the disable fullscreen optimization box. Game folder > Right click on GTAIV.exe and enter its properties screen. Under the compatibility tab, tick Disable fullscreen optimizations and click OK.

Henry Ravenswood Nov 6, 2013 @ 4:09pm. Try to run the game in Offline Mode of the Rockstar Social Client. The Client was causing black screens for me, #8. DMVDR Jul 2, 2014 @ 5:26am. Just launch the game, in the main menu go to "Settings". Head over to "Graphics" and disable vsync.
